液态制冷剂 CFC-11和HCFC-123的测定 顶空/气相色谱-质谱法（编制说明）
2019年1月，生态环境部办公厅发布《关于建设工业产品中消耗臭氧层物质监测实验室的通知》（环办监测函〔2019〕10号），下达了由中国环境监测总站（以下简称“总站”）牵头制定工业产品中消耗臭氧层物质（Ozone-DepletingSubstances，ODS）监测方法的标准项目计划。
为贯彻《中华人民共和国环境保护法》《中华人民共和国大气污染防治法》，防治生态环境污染，改善生态环境质量，规范液态制冷剂中CFC-11 和HCFC-123 的测定方法，制定本标准。
本标准规定了测定液态制冷剂中CFC-11 和HCFC-123 的顶空/气相色谱-质谱法。本标准的附录A～附录C 为资料性附录。

Determination of liquid refrigerants CFC-11 and HCFC-123 by headspace/gas chromatography-mass spectrometry (preparation instructions)
In January 2019, the General Office of the Ministry of Ecology and Environment issued the Notice on the Construction of Monitoring Laboratories for Ozone Depleting Substances (ODS) in Industrial Products (HBMCH [2019] No. 10), which issued a standard project plan for the development of monitoring methods for ozone depleting substances (ODS) in industrial products led by the China Environmental Monitoring Station (hereinafter referred to as the "Central Station").
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Air Pollution, prevent and control ecological environmental pollution, improve the quality of ecological environment, and standardize the determination methods of CFC-11 and HCFC-123 in liquid refrigerants.
This standard specifies the headspace/gas chromatography-mass spectrometry for the determination of CFC-11 and HCFC-123 in liquid refrigerants. Appendices A to C of this standard are informative.
